Only authorized Malaysian Law Enforcement Agencies (LEAs) may request information related to a .MY domain name registration. These include but are not limited to the Malaysian Communications and Multimedia Commission (MCMC), Royal Malaysia Police (PDRM), Ministry of Health and other recognized Malaysian governmental bodies with investigative authority.

No. Generic domain names are not under MYNIC’s purview.

LEAs may request the following information related to a .MY domain name that are not readily available on MYNIC’s WHOIS:

a. Domain registrant details (name, address, email, contact number)
b. Technical and administrative contact information
c. Associated name servers
d. Historical registration data (if available)

Yes, multiple domain names can be included in a single request (e.g. the website content hosted under those domain names breached the legal obligations under the respective Act which is under the investigative purview of the LEA in question).

Yes, upon certain conditions being fulfilled, Malaysian LEAs can request for a .MY domain name to be suspended , supported by evidence and legal basis. For instance, if the domain name is used for illegal activities (e.g. scams, phishing, fake news) or is in contravention with Malaysian laws.

Requestors must fill in the required information and submit their .MY domain name information request at MYNIC’s LEA Portal. Requestors must also attach the third-party requisition form accessible here and a letter (with their official letterhead) specifying the following: 

a. Details of the domain(s) involved
b. Purpose of the request
c. Legal basis (e.g., breach under the relevant Acts which cover their investigative authority.)
d. Contact person’s details (name, position, phone, email) 

The letter shall be addressed to the following:

MYNIC may process requests within 7 to 14 working days, depending on complexity and completeness of the request from the LEA.

MYNIC will assess each request based on legality, completeness and relevance. While MYNIC cooperates with LEAs, we must also comply with local privacy laws, policies and due process requirements.

For law enforcement purposes, such requests are treated on a confidential basis and MYNIC is not obligated to inform the registrant, especially if disclosure would compromise investigations [s. 39(b)(i), 39(b)(ii), 45(2)(a) PDPA 2010]. 

LEAs will be notified of the outcome of the request via email, which will be sent to the email address provided during the submission of request by the LEA.
